Our government affairs teams in Washington, DC, and Sacramento keep abreast of the latest state and federal legislation and policy issues to ensure that our physician organizations have a voice when it really counts.
California Advocacy
APG is a trusted and influential stakeholder in Sacramento policy circles. Our advocacy focuses on fostering the development of accountable, affordable, and innovative delivery systems to support the implementation of the Affordable Care Act. We routinely provide expertise and testimony on delivery system reform issues in the capital and with state agencies. Our work includes representation on Knox-Keene Act issues, including provider network directory accuracy; financial solvency of capitated/delegated physician groups; expansion into direct contracting with ERISA plans; and broad issues such as advocacy on ballot propositions and monitoring of pending legislative bills.
Federal Advocacy
APG is the leading voice of physician organizations delivering capitated, clinically integrated health services. Based in Washington, DC, our federal advocacy and policy team focuses on preserving and optimizing coordinated care delivery models, in particular Medicare Advantage. APG works with Congress, the administration, and the Centers for Medicare & Medicaid Services (CMS and the Innovation Center) to advocate for expanding and improving high-quality care and alternative payment models, including prepayment through capitation. APG members are invited to engage in select advocacy activities like testifying before Congress.

Conducted annually, SOE® is a blueprint for assessing the tools and processes APG members have in place to meet the escalating expectations of health care purchasers and patients. The Clinical Quality Leadership Forum focuses primarily on the content and weighting of the annual Standards of Excellence™ coordinated care survey. The forum also discusses topics of clinical importance related to physician group quality improvement and physician leadership development.

APG annually releases this highly effective tool when demonstrating what coordinated care systems can accomplish through innovation on a wide array of services. Created in 2011, the publication features select examples of creative and effective initiatives implemented by our organizational members, and this vehicle for sharing best practices has also stimulated a good deal of innovation throughout our membership.
Core Quality Measure Collaborative
The Core Measures Collaborative is a multi-stakeholder effort including the Centers for Medicare & Medicaid Services (CMS), America’s Health Insurance Plans (AHIP), the National Quality Forum (NQF) and physicians, consumers, and purchaser representatives. America’s Physician Groups sits on the steering committee to work with cross-sectional industry partners to bring alignment to quality measurement and reporting across payers and programs.
National Opioid Crisis
We have an opioid epidemic in our country, affecting millions of Americans and their families. APG is committed to educating our members on best practices to help fight the country’s prescription opioid crisis. We have created an opioid guide to help support this national health care movement.
IHA California Regional Health Care Cost & Quality Atlas
There is wide variation in health care costs and quality throughout our country. In California, there is now widely published data to support how key quality performance and cost measures are widely superior in HMO products when measured against PPO products. This alone affects 30 million Californians on a multi-payer platform with commercial insurance, Medicare and Medi-Cal data.

APG National Meetings and Committees
APG members have the opportunity to meet at least quarterly and to participate in a variety of coalitions, forums, and committees on topics of interest and by geographic area. Regional meetings take place in the following regions: Hawaii, Southern California, Northern California, Northwest, Puerto Rico, Southeast, and Texas. Additionally, we have several coalitions focused on a particular topic or value-based care model, such as Medicare Shared Savings Program ACOs, along with several forums focused on educational and learning efforts in key areas.
